A Holistic Strategy for Successful Photovoltaic (PV) Implementation into Singapore’s Built Environment

Based on the findings from a recent study by authors which examined factors affecting diffusion of photovoltaics (PV), while comprehensively considering local PV and construction industry as well characteristics built environment, this paper proposes holistic strategy for implementation into Singapore’s environment. It consists (1) multilevel mechanism framework, encompassing eleven categories instruments activities (2) general design framework including principles, project instructions main guidelines. Relying survey conducted among experts established mechanisms, present suggests that building codes (e.g., fire safety, structural etc.) initiatives incentives related to PV/building-integrated (BIPV) should be highest priority authorities, followed assessment BIPV/PV properties, working toward social acceptance, conducting research projects information exchange, education training activities. Considering all three pillars sustainability, is based following interrelated principles: compatibility coherence with context, technical soundness, (3) economic viability, (4) user-centered design, (5) connecting community socio-cultural (6) adaptability flexibility. Despite scarcity land, guidelines cover wide spectrum solutions, integration both buildings non-building structures. The synthesis two interconnected inseparable frameworks aims create an environment conducive long-term widespread stimulate deployment BIPV, help Singapore other cities reduce their dependency imported fossil fuels, also making them more livable enjoyable.
